The Joint United Nations Program on HIV/AIDS (UNAIDS) has been mandated to take the lead in assisting countries to scale up their HIV/AIDS prevention, care and treatment, and mitigation interventions, towards the goal of Universal Access. In response, UNAIDS has established an AIDS Strategy and Action Plan (ASAP) service hosted by the World Bank and including the UNAIDS Secretariat and co-sponsor organizations to respond to country requests for technical support in enhancing their national AIDS strategies and action plans. Functioning as a one-stop shop, ASAP can be an important source of assistance to countries as they revisit their national strategies, action plans, and targets for scaling up towards Universal Access. It is designed to provide demand driven comprehensive support to the HIV/AIDS strategic and action planning process.

 

WHAT DOES ASAP DO?

ASAP STRATEGY SUPPORT

 

 

· rapid peer reviews of draft strategies and action plans

ASAP – the AIDS Strategy & Action Plan service helps clients develop well-prioritized, evidence-based, results-focused and costed AIDS strategies and action plans. ASAP was created in 2006, to complement existing options for country assistance by providing a one-stop shop where countries can seek advice and technical support for strategic and action planning. The ASAP secretariat is supported in all areas of work by UNAIDS at global, regional and country levels, and relies greatly on the technical skills of experienced consultants around the world..

 

· technical and financial support to develop strong strategies and action plans

 

· tools and guidelines to assist clients to assess and improve their strategies

 

· training for policymakers and practioners

 

CAPACITY BUILDING PROGRAM

 

As part of its capacity building effort, ASAP is supporting the delivery of a two-week capacity building workshop for the technical staff that support the national HIV/Aids strategic and operational planning process. The series of workshop is being offered by a consortium of academic regional centers of excellence and UNAIDS Technical Support Facilities in various regions. For Eastern Europe, the regional center is the University of Semmelweis in Budapest, Hungary and will collaborate with the UNAIDS Regional Support Team (RST) for Europe and Central Asia.

 

OBJECTIVE

The objective of the workshop is to provide participants with knowledge of strategic management tools and the skills necessary to manage the development of national strategy and annual action plans that are evidence-based, prioritized and costed. The workshop aims at creating a platform to share experiences in the use of epidemiological and economic tools to improve national strategic and action planning. The two-week workshop is comprised of individual modules covering:

 

· Situation analysis and strategic planning,

· Monitoring and evaluation,

· Epidemiology and demographic modeling,

· Economic evaluation in HIV/AIDS,

· Resource allocation modeling,

· Financial planning,

· Operational/annual action planning

 

AUDIENCE

 

Technical personnel who will be directly involved in performing epidemiological and economic analyses to support the strategic and action planning process and in particular the prioritization of interventions. These personnel might include staff of governments, NGOs, or the consultants they employ to support their planning efforts. They might also include faculty or instructors from national training or research institutions who could support these technical personnel and/or potentially replicate this workshop or portions thereof at the national level.
